Mr. Bhagwan Shankar joined the Indian Administrative Service (IAS) in 1988 and served for 34 years in various administrative leadership roles in Sikkim, Uttar Pradesh, and the Central Government. Before joining the IAS, he worked in Indian Railways as an engineer (IRSE officer) for 3 years.
He served as District Collector, South District in Sikkim, and headed many departments, viz., Sports & Youth Affairs, Information and Public Affairs, Food & Civil Supplies, and Cooperation, as Secretary/Principal Secretary/Additional Chief Secretary in the state of Sikkim. He also served as Managing Director, State Bank of Sikkim, and Sikkim Milk Union. His last assignment was Additional Chief Secretary to the Governor of Sikkim before his retirement in the year 2022.
He also worked in the Government of Uttar Pradesh as District Collector, Sonebhadra, and District Magistrate, Maharajganj districts, as well as Special Secretary, Home, Agriculture, and Urban Development Departments in the U.P. Government.
He also served in the Government of India in the Ministry of Home Affairs as Joint Secretary and was head of the Police Modernization, Border Management, Internal Security, Human Rights, and Administration & Vigilance divisions. He was also Director, Census, Sikkim, in the year 2010.
He is credited with the formulation of the New Arms Rules 2016 and amendments to the Arms Act. He led many government delegations abroad (USA, UAE, UK, Germany, Singapore, Thailand, Australia, etc.) relating to Police Modernization, Mutual Legal Assistance Treaty (MLAT), and Extradition Treaty.
He was Executive Director, Food Corporation of India, under the Ministry of Food, Public Distribution System, and Consumer Affairs, Government of India.
He graduated from IIT Kanpur in Civil Engineering. He also holds a Master’s degree in Public Administration along with many certificate courses from the University of California, Berkeley; Duke University, USA; and the University of Cambridge, UK.
He was awarded a Silver Medal for meritorious service by the President of India in the year 2013. He was also rated as one of the fifty most effective bureaucrats in India in the year 2019 by Fame India magazine.
He is a Distinguished Fellow at the Delhi School of Public Policy and Governance, New Delhi. In this academic role, he has delivered institute lectures and talks at various top institutions of the country, e.g., IITs, IISERs, Delhi School of Economics, etc.
He is an Independent External Monitor (IEM) nominated by the Central Vigilance Commission (CVC), Government of India, at HPCL (Hindustan Petroleum Corporation Limited) under the Ministry of Petroleum and Natural Gas (MoPNG), Government of India, and at IOS (Institute of Serology), Kolkata, under the Ministry of Health & Family Welfare, Government of India.
He also works as an Advisor to the Central Association of Private Security Industry of India (CAPSI), New Delhi.
